A Wikia should strive to inform on its subject, no matter how little information about a certain topic within the franchise. It's a character. Unseen, yes, but still an existing individual.
Besides, it was created a very long long time ago in the first place and it was not a problem then. Other articles similar to this has also been created in the past and still exist.
Again, we don't know much about this character besides just giving advice, it's not a notable character. Now if they appeared in a Spyro game or had a larger role, then an article would be warranted for them.
And this wikia is made by fans, we don't have any purpose, we do this for fun.
Yes. It's a notable character. He has an impact on the story. Without the wise words he gave to Revilo, Revilo wouldn't be able to pass on that advice to Spyro, hence Spyro wouldn't know how to avoid Jacques' attack. That's notability.
A lot of Wikia's fail to inform properly on their subjects, either because their contributors are too lazy to create the articles needed or because the contributors has left the respective Wikias without properly adding the needed information. And it's a real shame, because it leaves the Wikias unfinished and poorly done.
