Malafor's mistake.[]
The Chain was the biggest mistake Malafor could make in DotD.
Why would Spyro risk his life (and that of Sparx) to save a dragoness he didn't want to be with...
So surly Malafor would know that the chain would backfire. As firstly, it strengthened the 2 dragons power (I.e. Turning them into a giant ball and chain), and emotionally strengthend (I.e Cynder and Spyro being able to build a relationship because they can't get away from each other, untill they no longer even want to.)
If Malafor had his head on straght, the necklaces would've made it impossible for Cynder and Spyro to get near each other. Then they'd never be in the position they were (I.e. Beating Malafor).
If he even cared, Malafor would also be breaking The UN decleration of Rights (The freedom of movement bit).
